  • Basic Salary Scale: Kshs. 124,630 – 172,350 p.m. Job Group ‘R’ Allowances as per the SRC circulars attached to the position
  • Terms of Service: Five (5) years Contract

For appointment to this grade, an officer must have: -

  • Served for a minimum period of twelve (12) years, three (3) of which should be in the grade of Senior Superintending Engineer (Water and Sewerage) Job Group ‘N’ and above;

OR

  • Served for a minimum period of twelve (12) years, three (3) of which should be at Senior Management Level in the wider public service or the Private Sector;
  • Bachelor’s Degree in Civil/Water Engineering or its equivalent from a recognized institution;
  • Master’s degree in Civil/Water Engineering or its equivalent from a recognized institution;
  • Registered by Engineers Registration Board of Kenya as a Professional Engineer;
  • Current valid annual Practicing Licence from the Engineers Registration Board of Kenya;
  • Registered as a member of the Institution of Engineers of Kenya (IEK);
  • Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks or its equivalent from a recognized institution;
  • Certificate in computer applications from a recognized institution and
  • Demonstrated general administrative ability required for direction, control and implementation of water and sewerage engineering programs and projects.

Duties and Responsibilities

  • An officer at this level will be the Director of Water and Sewerage Services in the County and will be responsible to the Chief Officer - Water and Sanitation for planning, directing, controlling and coordinating technical and administrative activities of water and sewerage systems.

Specific duties and responsibilities will entail: -

  • Preparing professional and quality standards for construction of water supply and sewerage infrastructure;
  • Overseeing the construction of water and sewerage works undertaken directly or by contract;
  • Formulating, monitoring and evaluating requirements of physical and financial progress of development projects and programmes;
  • Verifying technical tender documents on water supply and sewerage infrastructure;
  • Overseeing the formulation of water pricing policies and strategies for rural, urban and waste water systems; and
  • Liaising with development partners and other stakeholders in the water sector for effective formulation, planning, coordination and implementation of projects and programs;
  • In addition, the officer will be responsible for developing and implementing strategic plan and work plans; budgeting for the Department; and deployment, training and development of staff in the Department.
