Description Of Duties
The Medical Officer (NCD Management and Surveillance) will be working under overall guidance of Team Leader, Noncommunicable Diseases (TL NCD and Co-morbidities) at WCO India, under direct supervision of NPO-NCDs at WHO Country Office. The incumbent will perform following duties:

  • Support national NCD division and state NCD cell in implementation of core strategies of NP-NCD
  • Provides technical input in the planning, delivery and strengthening of screening, and clinical management of hypertension, diabetes, chronic respiratory illness through implementation of standard treatment protocols
  • Provides technical assistance to Ministry of Health and Family Welfare in the implementation of Stroke, Chronic Kidney Diseases, NAFLD and other management guidelines at subnational level
  • Participates and contribute in the national surveillance of NCD risk factors, particularly in the planning for school-based surveys such as the Global School Based Student Health Survey, STEPs Survey, NCD Country Capacity Survey Engages in capacity-building activities to enhance skills of NCD programme managers, NCD public health consultants, CVHOs and WHO consultants and contribute in NCD workforce development, mentoring
  • Conduct regular visits to the program states and selected districts with the objective of providing on the ground supportive supervision
  • Support Ministry of Health and Family Welfare, State NCD Cell and academic institutes to undertake priority NCD research for generating evidence to inform programme implementation
  • Collate, and analyze data of National NCD Portal in close coordination with stakeholders to track progress of 75 by 25 target and provide regular feedback to National NCD Division on key performance NCD indicators
  • Provide technical support and guidance to WHO NCD Consultants (CVHOs) at state and district level for planning, training, surveillance, monitoring and evaluation of hypertension, diabetes treatment and control activities.
  • Provide regular feedback and reports to the NPO (NCDs) on adherence to clinical treatment protocols and performance on hypertension control based on clinical data and public health surveillance measures.
  • Provide support in making presentations, draft reports and technical documents as per the WHO requirement.
  • Preparation and technically review of contractual proposals
  • Contribute to other activities, as considered relevant, for the effective planning and implementation of the initiative as per guidance of first level supervisor
  • Perform any other duties as assigned by the supervisor(s).

Education
QUALIFICATIONS REQUIRED

  • Essential: University degree in modern medicine - Bachelor of Medicine and Bachelor of Surgery (M.B.B.S.) recognized by National Medical Commission, India (earlier Medical Council of India) with State Medical Council registration.
  • Desirable: Postgraduate degree in public health/community medicine or Public Health administration combined with training on non-communicable diseases or related field.

Experience

  • Essential: At least two (2) years of professional experience in programme management and evaluation at national level
  • Desirable: Experience of work in UN and/or other international organization in NCD programme management will be an asset.

Functional Skills And Knowledge

  • Broad based knowledge of the country's needs and priorities in various areas of NCDs.
  • Ability to make oral and written presentations on technical issues.
  • Knowledge of computer applications.
  • Excellent knowledge of written and spoken English and working knowledge of local language will be an asset.
  • Excellent interpersonal, negotiating, and intercultural communication skills and political acumen.
