Description

As an HSE Superintendent, your primary role is to ensure a safe and compliant working environment by implementing, monitoring, and enforcing health, safety, environmental, and social sustainability (HSESS) standards across the Menengai Geothermal Power Project. You will be responsible for developing and overseeing safety protocols, conducting site inspections, and ensuring that all personnel adhere to safety regulations, risk assessments, and best practices.

Working closely with project teams and management, you will play a critical role in mitigating hazards, preventing incidents, and fostering a strong safety culture on-site. Your leadership and expertise will help drive compliance with both local and international HSE regulations, ensuring that safety remains at the core of all operations.

This position requires a proactive approach, strong technical knowledge, and excellent problem-solving skills to ensure that safety is not just a priority but a fundamental part of how we work.

Key responsibilities

Operational Management

  • Support to Sustainability Manager:

    • Assist the Sustainability Manager with HSESS fieldwork during the construction and commissioning of the Menengai Geothermal Power Project.
    • Ensure all activities align with the HSESS plan and that safety, environmental, and social sustainability objectives are met.
  • Toolbox Talks:

    • Oversee and ensure the effective implementation of daily toolbox talks before each task, ensuring all workers are briefed on safety protocols, hazards, and control measures.
  • Worker Inductions:

    • Ensure that all new workers are inducted by the HSE Trainer and made aware of the project’s health, safety, environmental, and social sustainability policies.
  • Site Safety Inspections:

    • Carry out daily HSE site inspections, ensuring compliance with safety standards and identifying any potential risks or hazards that require corrective actions.
  • Fitness to Work Program:

    • Ensure the fitness to work program is in place, monitoring the health and physical fitness of workers to ensure they are capable of performing tasks safely.
  • PPE Compliance:

    • Ensure the proper usage and management of Personal Protective Equipment (PPE) as per risk assessments and project requirements.
    • Monitor adherence to the PPE Management Procedure and enforce its use on-site.
  • Technical Support:

    • Provide technical advice and support to management on any safety-related subjects, ensuring that best practices and guidelines are followed.
  • Safe System of Work:

    • Ensure that the project implements a safe system of work and that all activities are carried out with appropriate risk mitigation strategies in place.
  • Legal and Regulatory Compliance:

    • Ensure the project complies with all relevant HSE laws, regulations, and standards applicable to the geothermal power project.
    • Keep up-to-date with any changes in HSE regulations that may affect the project.
  • Method Statements, Risk Assessments, and Permits:

    • Ensure that method statements, risk assessments, and permit-to-work systems are in place and adhered to for all activities on-site.
  • Safety Observations Reporting:

    • Implement and maintain a safety observation reporting system, encouraging workers to report hazards, near-misses, and unsafe practices.
  • HSESS Project Compliance:

    • Ensure full compliance with the HSESS plan, procedures, and code of conduct, monitoring activities and ensuring alignment with project and corporate goals.

Planning

  • Manage and mitigate risks.
  • Provide expert advice on a range of specialist safety areas, including fire regulations, hazardous substances, noise control, machinery safeguarding, occupational diseases, and supervision of prepared and approved plans and procedures for activities.
  • Plan to prevent problems and resolve any emerging ones.
  • Monitor and guide compliance with building and safety regulations.
  • Coordinate with subcontractors to meet HSE guidelines as per OSHA Laws of Kenya.

 People and Relationship Management

  • Performance evaluation of the team.
  • Train and give feedback to construction workers and subcontractors.
  • Establish a productive working relationship with relevant jurisdictional personnel and maintain contact with the appropriate jurisdictional officials and inspectors as needed.
  • Manage the team on-site and provide the necessary information for the team to proceed with work.
  • Strong leadership and team-building capabilities.
  • High attention to detail and ability to work under pressure to meet deadlines.

Reporting & Analysis

  • Prepare internal and external reports about the Project HSESS status.
  • Report all unsafe acts, conditions, work-related incidents, and grievances.
  • Report any incidents or accidents that occur on-site and take part in the investigation process, document lessons learned, and communicate findings to all employees to prevent future incidents.

 Budget Management

  • Manage the project HSESS budget and ensure effective spending within the plan.

 HSEQ

  • Demonstrate HSESS leadership by participating in the respective process by modeling appropriate HSESS behaviors.
  • Show awareness of current HSESS performance and programs to reduce injuries.

Compliance

  • Ensure adherence to company policies and standard operating procedures.
  • Ensure compliance with all relevant laws and regulations.

 Additional Responsibilities

  • Full-time position with work performed primarily at the construction site in Menengai.
  • Some evening or weekend work may be required, depending on project demands and safety concerns.
  • Perform any other duties assigned.

Qualifications

  • Education/Qualification:

    • Diploma in the Health and Safety field from a recognized institution or equivalent.
    • Additional professional qualifications in HSE, incident investigations, First Aid, and Fire & Safety Management Systems.
  • Work Experience:

    • 10+ years of construction work experience.
    • Geothermal construction experience would be an added advantage.
    • Strong knowledge of HSESS regulations, industry standards, and best practices.
  • IT Skills:

    • High level of proficiency in MS Office.
  • Language:

    • Fluent in written and spoken English and Kiswahili.
