Purpose and Scope of this Assignment/Consultancy

  • Vital Strategies seeks an experienced consultant who will be responsible for supporting the National Transport Safety and Authority (NTSA) data team to develop a national road safety report and work with Vital Strategies’ road injury surveillance team to strengthen road injury surveillance systems in Mombasa County, Kenya. 
  • The consultant should have a minimum of a master’s degree in a relevant field (e.g. public health, epidemiology, biostatistics, transport engineering, or similar). The consultant should also have experience in data management and analysis related to public health, transportation, or public policy (experience with statistical analysis software required; GIS) preferred), familiarity with the local context and road safety challenges in Kenya, ability to work in a multi-agency setting, and be willing to travel to Mombasa as required. Lastly, the consultant should have excellent communication and presentation skills with a proven capacity to work independently and in a multidisciplinary team. The consultant is expected to engage closely with NTSA, including in-person time at the NTSA office in Nairobi as required.

Scope of Work/Specific Tasks

  • Engage closely with NTSA’s data team to analyze crash data and support the development of a national road safety report. 
  • Support NTSA on efforts to improve the in-house crash database.
  • Serve as liaison between road safety data stakeholders and BIGRS partners at the national level and in Mombasa County.
  • Coordinate with designated personnel to oversee the abstraction of police crash data in Mombasa County.
  • Train, monitor and oversee contracted data entry staff. 
  • Conduct data cleaning and analysis of designated data sets – including preparing tables, charts, and spatial analysis for identification of high-risk locations.
  • Develop the 2024 road safety report for Mombasa County and disseminate findings to stakeholders.
  • Address data needs of BIGRS partners, NTSA and the County Government of Mombasa. 
  • Prepare and submit monthly reports on progress of deliverables in the template provided by Vital Strategies.
