Duties and responsibilities
- Serve as the County Director of Health- Public Health and Community Outreach, providing strategic vision and overall direction to enhance public health initiatives and community outreach
- Oversee and monitor the performance of key implementation areas within public health and community outreach, ensuring alignment with organizational goals and effective service delivery.
- Provide expert technical support and conduct capacity-building initiatives to strengthen general public health and community outreach programs at all levels.
- Develop a comprehensive implementation framework for an integrated public health and community outreach system that promotes collaboration and efficiency.
- Conduct regular assessments of the implementation and impact of general public health and community outreach initiatives, collaborating with relevant stakeholders to gather insights and drive improvements.
- Collaborate with multisectoral teams to formulate, develop, disseminate, and advocate for policies, standards, guidelines, and frameworks that support public health and community outreach efforts.
- Maintain positive and effective working relationships with partner agencies, community organizations, and stakeholders to foster collaboration and resource sharing.
- Develop and implement comprehensive work plans for the health department, including planning and budgeting to ensure effective resource allocation and program sustainability.
- Provide leadership in facilitating collaboration among staff and departments involved in public health and community outreach, promoting teamwork and shared objectives.
- Identify and prioritize public health and community outreach research needs to inform evidence-based practices and program development.
- Engage in research initiatives, advocacy efforts, and resource mobilization activities to support and advance the goals of the department.
- Stay informed about emerging public health trends, issues, and best practices to inform program development and adaptation.
- Foster active community participation in public health initiatives through outreach programs, workshops, and educational campaigns.
- Prepare and present reports on program performance, outcomes, and financial status to stakeholders and governing bodies, ensuring transparency and accountability.
For appointment to this grade, an officer must have:
- Served in the grade of Assistant Director, Public Health for a minimum period of three (3) years;
- Post-Graduate Diploma in any of the following disciplines: Food Science and Inspection, Solid Waste Management, Occupational Health and Safety, Epidemiology, Health Promotion and Education or equivalent qualification from a recognized institution;
OR
- Bachelor's degree in either Environmental Health or Public Health or equivalent qualification from a recognized Institution;
- Masters Degree in any of the following: Environmental Health, Public Health, Epidemiology, Food Safety and Quality, Food Science and Technology, Community Health, Occupational Health and Safety, Health Promotion and Education, Solid Waste Management or Disaster Management from a recognized institution;
- Certificate in Computer application skills from a recognized institution; and
- Demonstrated professional competence and ability as reflected in work performance and results.
- Proven experience in designing, implementing, and evaluating general public health programs and community outreach initiatives.
- Proven ability to conduct research and analyze data on general public health topics.
- Experience advocating for local, regional, or national public health policies and programs.
- Ability to work with government agencies, NGOs, and community organizations to promote general public health initiatives.
- Experience in managing public health crises, including outbreak response and emergency preparedness.
- Excellent public speaking and presentation skills for engaging with stakeholders and the community.
