Summary of position 

As a member of the Regional Office, Logistics officer will ensure that Logistics Management is optimized, efficient and compliant. In addition, the role will provide expertise and guidance, systems, procedures, processes and tools, training and capacity building to the logistics teams, to enable them to make informed decisions.

The Logistics officer

Purpose:

Manage the Logistics function of Horn and Eastern Africa regional Office. Identify operational challenges that affect the effectiveness and integrity of Logistics and admin function. Apply professional procurement concepts, standards and best office practices from within the non-profit and other sectors in support of humanitarian services.

Engagement: 

Interact with Country teams and the HEARO staff giving direct support on logistics and supply chain in line with the needs of Action Against Hunger 

Delivery:

Implement the procurement and supply plans by providing monthly procurement, shipping and travel reports. Work closely with country logistics and admin teams to address all risk related aspects including quality assurance of the goods and services procured and efficiently assess and fulfill the logistics and admin needs.

Essential job functions

In charge of Regional and International procurement and Shipping for HEARO

  • Process the procurement requests as received at the Regional office while ensuring the best performance in Procurement; transparency, shortest delivery time, value for money.
  • Ensure we have Framework agreement for all the essential items are in place.
  • Assess the market annually in view of updating the framework agreements and updating LINK and validating what is uploaded on LINK(Supply chain software).
  • Ensures that Action Against Hunger procurement procedures laid out in Kit Log are correctly understood and implemented as per the procedures and donor rules.
  • Continuously analyze SP&PPP with follow up of economic indicators that impact the market prices (inflation rate, tax law & risk identification)
  • Monitor the quality of ordered items and services, ensures minimum standards in collaboration with the technical departments; ensure proper sensitization of all teams.
  • Ensure that archiving for purchase dossiers is done correctly on the approved Action Against Hunger platforms.
  • Ensure and control that all procurement follow up tools are implemented correctly, updated and shared with the relevant stakeholders
  • Ensure that Action Against Hunger is compliant with regional customs rules.
  • Ensure any stocks kept at the regional office are well maintained and monitored.
  • Prepare and share procurement and comprehensive market analysis reports on ACF areas of need with all users. 

Logistics Information Management/Internal & External Representation

  • Represent Action Against Hunger-HEARO externally on all supply chain related issues and develops his/her network to exchange on best practices and information
  • Identify, adapt and implement best practices in the areas of procurement and supply management from other INGOs and private sector organizations to improve processes, systems and ways of working at country and/or organizational level.
  • Engage with country teams to identify supply chain context challenges and address them as they arise.

Working Conditions, Travel and Environment

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.
  • Must be able to travel as required for standard domestic and international business travel as well as to country offices when require. While visiting the country offices, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases. 
  • All Action Against Hunger-USA employees are required to engage with and follow the performance management program in place.

Requirements

Required Qualifications and Professional Experience

  • Bachelor of Arts or Bachelor of Science degree in Procurement and Supply Chain Management
  • Certification in Procurement and Supply (KISM, CIPS, CPSM etc.)
  • At least 3 years’ experience coordinating logistics function in humanitarian context.
  • Demonstrated previous experience on Supply chain ERP 
  • Demonstrated experience of in managing country level logistics, cross boarder clearance of goods and organization travel plans

Required Skills & Competencies

  • Experience within INGO is desirable.
  • Good understanding of the donor rules (ECHO/USAID/FCDO among other donors)
  • Good command of Excel, Word and Outlook is imperative
  • Fluent written and spoken English.
  • Demonstrated ability to establish, maintain and manage relationships with various stakeholders
  • Excellent organizational and time management skills including ability to plan for multiple contingencies and strong attention to detail.
  • Genuine interest in and commitment to humanitarian principles 
  • Flexible approach and willingness to take on additional tasks
  • Ability to remain calm under pressure and can easily adapt to changing circumstances
  • Excellent communication and interpersonal skills.
  • Membership in a professional body related to Supply chain /Procurement is an added advantage
