Description

As an HSE Officer, your primary role is to support the implementation and enforcement of health, safety, environmental, and social sustainability (HSESS) policies across the Menengai Geothermal Power Project. You will be responsible for conducting site safety inspections, ensuring compliance with workplace safety regulations, and promoting a proactive safety culture among all workers.

You will play a key role in delivering toolbox talks, enforcing PPE compliance, investigating incidents, and ensuring that all operations adhere to legal and regulatory requirements. By identifying hazards, mitigating risks, and providing technical safety guidance, you will contribute to creating a secure and compliant work environment.

This position requires strong attention to detail, the ability to respond to safety concerns efficiently, and a commitment to fostering a workplace where safety is a top priority.

Key responsibilities

Operational Management

Support to Sustainability Manager:

  • Assist the Sustainability Manager during the construction and commissioning of the Menengai Geothermal Power Project.
  • Ensure that all responsibilities outlined in the HSESS Plan are effectively executed.

Toolbox Talks:

  • Oversee and ensure the implementation of toolbox talks before each task.

Worker Inductions:

  • Ensure all new workers undergo induction by the HSE Trainer.

Site Safety Inspections:

  • Conduct daily HSE inspections on-site.

Incident Reporting:

  • Report any incidents that occur on-site and participate in accident/incident investigations.
  • Ensure lessons learned are communicated to all employees.

Fitness to Work Program:

  • Ensure the fitness-to-work program is in place.

PPE Compliance:

  • Ensure adherence to PPE requirements and the PPE Management Procedure based on identified risks.

Technical Support:

  • Provide management with technical support on safety-related matters.

Safe System of Work:

  • Ensure the project implements a safe system of work.

Legal and Regulatory Compliance:

  • Ensure full compliance with all HSE laws and regulations applicable to the project.

Method Statements, Risk Assessments, and Permits:

  • Ensure that method statements, risk assessments, and permit-to-work systems are implemented and adhered to.

Safety Observations Reporting:

  • Implement and maintain a safety observation reporting system.

HSESS Project Compliance:

  • Ensure compliance with all project HSESS Plans, Procedures, and Codes of Conduct.

Specialist Advice:

  • Provide guidance on fire regulations, hazardous substances, noise control, safeguarding machinery, and occupational disease prevention.

Planning

  • Manage and mitigate risks.
  • Provide safety support and advice, including supervision on prepared and approved plans and procedures for activities.
  • Plan to prevent problems and resolve any emerging ones.
  • Monitor and ensure compliance with building and safety regulations.
  • Coordinate with subcontractors to meet HSE guidelines as per OSHA Laws of Kenya.

People and Relationship Management

  • Evaluate the performance of the team.
  • Train and provide feedback to construction workers and subcontractors.
  • Establish a productive working relationship with jurisdictional personnel, inspectors, and other relevant authorities.
  • Manage the on-site team and provide necessary information for operations to proceed.

 Reporting & Analysis

  • Prepare internal and external reports regarding the Project HSESS status.
  • Report all unsafe acts, conditions, work-related incidents, and grievances.
  • Participate in HSESS incident investigations, analysis, and lessons-learned exercises.

Budget Management

  • Manage the project HSESS budget and ensure effective spending within the plan.

HSEQ

  • Demonstrate HSESS leadership by participating in processes and modeling appropriate safety behaviors.
  • Show awareness of current HSESS performance and programs aimed at reducing workplace injuries.
  • Apply risk management skills effectively.

Compliance

  • Ensure adherence to company policies and standard operating procedures.
  • Ensure compliance with all relevant laws and regulations.

 Additional Responsibilities

  • Full-time position with work performed primarily at the construction site in Menengai.
  • Some evening or weekend work may be required, depending on project demands and safety concerns.
  • Physical and environmental conditions on-site may require adherence to specific safety protocols and PPE usage.
  • Perform any other duties assigned.

Qualifications

Education/Qualification:

  • Diploma in the Health and Safety field from a recognized institution or equivalent.
  • Additional professional qualifications in incident investigation, working at height and confined space, First Aid, and Fire & Safety Management Systems.

Work Experience:

  • 3+ years of construction work experience in geothermal power plants.

IT Skills:

  • High level of proficiency in MS Office and Excel.

Language:

  • Fluent in written and spoken English and Kiswahili.
