SENIOR PRINCIPAL LEGAL COUNSEL – CASB 5 (JOB GROUP P)
- Basic Salary Kshs. - 94,170
- House Allowance - 28,000
- Commuter Allowance - 12,000
- Leave Allowance - 10,000 (Payable once in a Year)
- Mortgage & Car Loan - As per SRC guidelines
Duties and Responsibilities
- Deputizing the Head of the Department;
- Formulating and interpreting regulations and policies;
- Coordinating the drafting of Private Members’ Bills;
- Coordinating the drafting of amendments to Bills to be proposed to the Assembly by any Member of the County Assembly or any Committee of the County Assembly;
- Giving legal interpretation of Acts and Bills, and generally giving legal advice on matters relating to the County Assembly;
- Providing legal advice to the County Assembly and its Committees;
- Ensuring that Bills passed by the County Assembly comply with the Constitution and other statutes;
- Liaising with the Office of the County Attorney on litigation matters involving the Assembly;
- Legal representation of the County Assembly and the CASB in court proceedings;
- Giving legal opinions on matters before or relating to the County Assembly and giving legal advice on commercial matters;
- Providing any other legal services that the County Assembly, its Committees or the Clerk may require;
- Carrying out legal research on matters before the Department;
- Overseeing all Assembly papers presented in the House in the course of debate; and
- Offering professional, legal advice to the members and staff on Parliamentary procedures on matters of tradition, practices, conventions and etiquette.
Requirements for Appointment
- Have served in the grade of Principal Legal Officer or in a comparable position for a minimum period of three (3) years;
- Have a Bachelor’s degree in law from a recognised institution;
- Master degree in law or in any other relevant field from a recognised institution will be an added advantage;
- Be admitted as an Advocate of the High Court of Kenya;
- Membership to Law Society of Kenya or any recognised equivalent professional body;
- Be in possession of a valid practicing certificate;
- Certificate in Strategic Leadership course lasting not less than six weeks from a recognised institution;
- Shown merit and ability as reflected in work performance and results; and
- Certificate in Computer Applications from a recognised institution.
