The Senior Technical Advisor (STA) will provide strategic leadership and technical oversight in the design and day-to-day management of project implementation. S/he will be responsible for making timely decisions, solving complex problems and ensuring the quality and integrity of the Kenya program. S/he will offer expert malaria technical assistance to governments, partners, in-country organizations and stakeholders while mentoring, coaching and supervising program staff and collaborating with a global and multi-country team to ensure effective, timely and cost-efficient project execution. The STA will be jointly accountable for all project results in Kenya.
Responsibilities
- Lead strategic direction, , management, technical oversight and communications for country activities for the Scaling the Optimal Use of Multiple ACTs to Prevent Antimalarial Drug Resistance (STOP-AMDR) project
- Collaborate with MOH’s National Malaria Control Program and stakeholders to develop and implement the country workplan and MERL framework Provide technical leadership for the development of the country project work plan, and project monitoring, in close collaboration with the Ministry of Health, National Malaria Control Program, and other relevant collaborators to ensure timely implementation and
- Provide day-to-day technical oversight for design, planning and implementation of activities in support of project goals and objectives in compliance with the requirements and regulations of the award
- Mentor and manage country-level technical staff and align their efforts to ensure rapid and sustainable results
- Manage technical contributions of subgrantees, including defining scopes of work
- Oversee technical and programmatic capacity building for subcontractors and subgrantees
- Establish and implement a system to ensure technical quality of project activities and fidelity across target regions and districts
- Cultivate and maintain strong working relationships with the Ministry of Health, funding partners, other implementing partners, private sector partners and other key collaborators to leverage and maximize resources and ensure the smooth implementation of activities
- Actively participate in relevant technical advisory/working groups and professional forums representing Jhpiego
- Develop and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the project
- Work with finance and other country project staff to develop and track project budgets
- Work closely with Jhpiego US and country office staff to ensure effective, timely and coordinated project implementation
- Ensure compliance with Jhpiego and funding partner policies and guidelines.
- Work with M&E staff to track deliverables, identify gaps, and implement course corrections
- Oversee the development of country project reports, publications, and knowledge-sharing materials.
- Author/co-author abstracts, presentations, and peer-reviewed
- Document and disseminate project successes, lessons learned, and challenges
- Represent Jhpiego and the project at national and international meetings, conferences, and stakeholder engagements
Required Qualifications
- A Master’s degree in public health, medical sciences, epidemiology or a related field.
- Minimum of 8 years of professional experience in programmatic, academic, or research settings related to malaria diagnosis, treatment, prevention, control and/or elimination.
- Deep understanding of regional and country malaria strategies, policies and priorities.
- At least 5 years of progressive senior management experience, including coaching and mentoring of staff.
- Proven experience in project management, managing staff and resources, research and/ implementation of programs.
- Strong communication and interpersonal skills to engage diverse stakeholders.
- Demonstrated experience working with Kenyan government institutions and Regional or international donor-funded programs.
- Evidence of authoring articles in peer-reviewed scientific journals an added advantage
