An officer at this level will work under guidance and supervision of a senior officer.
Job Specification
The duties and responsibilities of the officer will entail assisting in: -
- Sourcing for goods, works and services as per the procurement law;
- Raising purchase orders for goods and services for approval;
- Liaising with suppliers to ensure timely delivery of goods and services;
- Maintaining and update a list of prequalified suppliers;
- Assisting in undertaking market surveys to ensure the Authority obtains value for money;
- Ensuring safe custody of all procurement records; and
- Participating in the opening quotations.
- Develop and implement procurement strategies and plans aligned with the organization's needs and budget.
- Prepare and manage procurement documents, including requests for proposals (RFPs), purchase orders, and contracts.
- Ensure procurement processes are fair, transparent, and compliant with relevant regulations (e.g., Public Procurement and Asset Disposal Act, 2015 in Kenya
- Establish and maintain an efficient inventory management system.
- Monitor stock levels, track inventory movements, and minimize stock outs or excess inventory.
- Ensure proper storage and handling of goods to maintain quality and prevent loss or damage.
- Conduct regular stock takes and reconcile inventory records.
- Ensure all supply chain activities comply with relevant regulations and organizational policies.
- Prepare regular reports on supply chain performance, including procurement, inventory, and logistics.
- Maintain accurate records of all supply chain transactions
- Any other duties as assigned from time to time.
For appointment to this grade, a candidate must have: -
- Bachelor’s degree in Procurement & Supplies Management, Business Administration, or other relevant field from a recognized institution;
- Proficiency in computer applications
- Minimum KCSE C+ (plus) or its equivalent
- Member of professional body either KISM or CIPS; and
- Fulfilled the requirements of Chapter 6 of the Constitution.
