Our client a multinational organization with offices in multiple countries is urgently looking to fill vacancies for their operation at Diego Garcia, Indian Ocean Island.

JOB SUMMARY

  • The Operator in Responsible Charge (ORC) is accountable for the safe, compliant, and efficient operation of Navy Drinking Water Systems. The ORC supervises and directs water treatment plant and distribution system operations, ensures compliance with Overseas Drinking Water (ODW) program standards, and safeguards system integrity through proactive monitoring, corrective actions, and regulatory reporting.

DESCRIPTION OF JOB TASK AND RESPONSIBILITIES.

  • Supervise and direct the operation and maintenance of water treatment and distribution systems.
  • Ensure compliance with U.S. Navy ODW quality program requirements.
  • Collect, manage, and analyze drinking water data to ensure regulatory compliance.
  • Identify deficiencies and coordinate corrective actions with plant operators and the requirements branch.
  • Oversee reporting requirements, including Sanitary Surveys, Certificates to Operate, and laboratory QA programs.
  • Develop and monitor utility system performance metrics.
  • Analyze trends, recommend remedial actions, and oversee commodity management, budgeting, and rate development.
  • Implement asset management processes to minimize life-cycle costs while ensuring system reliability.
  • Provide emergency response and operational support as required.
  • Perform other duties as assigned to meet organizational and operational objectives.

BASIC JOB QUALIFICATIONS: (Knowledge, Skills, and Abilities (KSAs)

  • Strong understanding of physics, chemistry, and bacteriology as applied to water purification.
  • Ability to read, record, and interpret data from gauges, meters, and instruments.
  • Proficiency in conducting laboratory and field water quality tests.
  • Skilled in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Strong organizational, communication, and multitasking abilities.
  • Ability to perform under pressure and respond rapidly in emergencies.
  • Must be available on-site or on-call when the water system is operational.
  • Must pass overseas medical screening and maintain good health.
  • Valid driver’s license required.

JOB SPECIFICATIONS: SPECIAL CERTIFICATIONS OR TRAINING

  • Must hold and maintain NOCA Class 3 Treatment and Class 3 Distribution operator certifications or equivalent. 

EDUCATION AND EXPERIENCE:

Candidates must meet one of the following qualification pathways:

  • Bachelor’s degree in physical, engineering, or natural sciences OR 2-year technical diploma in water technology, plus 1 year of relevant experience.
  • High school diploma + 900 post-secondary contact hours in drinking water treatment/distribution, plus 4 years of experience (2 years as ORC/AORC).
  • High school diploma, plus 10 years of relevant experience (2 years as ORC/AORC).

Basic terms of the job offer.

  • Assignment Duration: 12 months renewable contracts. 
  • Base Monthly Salary: 48 hours per week minimum work requirement: $2,100 (based on 48 hr. work week requirement) 
  • Working schedule: 48 hours per week (8 hours per day/6 days a week) 
  • Payroll period: Monthly. Amount give take home. 
  • Overtime: Work more than 8 hours per day or work performed on a rest day and/or holiday, will be paid as overtime at the base salary rate.
  • Accommodations: Housing, transportation, meals in-country, and laundry facilities are provided 
  • Sick Leave: Employee will accrue 2.67 hours of sick leave for each full month of service, beginning with the completion of the first full month of Foreign Service employment. 
  • Annual leave Up to 21 days paid at the end of each 12-month contract. 
  • Travel will be provided by the employer to the employee's home country.

  • Your Passport must be valid for at least 12 months, with at least 6 total blank visa pages remaining.
  • Updated covid 19 and yellow fever vaccination certificate.
