OVERALL RESPONSIBILITIES

 

  • The Pharmaceutical Management Specialist is the lead specialist for the strengthening of pharmacovigilance. In addition, to enhanced pharmacovigilance, the position will provide technical assistance to support the strengthening of the Government of Kenya (GOK) in providing improved regulatory systems, and registration processes, and could potentially provide support for the strengthening of governance and systems. It will also provide capacity strengthening activities for national indigenous institutions.
  • The Pharmaceutical Management Specialist will also design and implement technical approaches and tools, as well as convening workshops and advocacy events related to the promotion of medicine quality, safety, and rational use.

SPECIFIC RESPONSIBILITIES

  • Develop, and maintain, work plans and budgets as they relate to pharmaceutical management and regulatory systems.
  • Provide necessary technical assistance to the Government of Kenya to strengthen management systems capacity and governance of regulatory functions and activities.
  • Provide support and technical assistance to the Government of Kenya to strengthen capacity for health commodities.
  • Maintain close liaison and coordination with senior officials in the MOH (Ministry of Health) to ensure activities related to technical assistance are done with their active participation for building ownership.
  • Design, implement, and monitor capacity building activities to improve knowledge and skills in pharmaceutical management and regulatory systems.
  • Represent the program at various technical meetings with other cooperating agencies and participate in various working groups as required.
  •  Ensure defined technical work plans are being implemented in a timely and technically sound manner, and productively leverage collaboration with key government and other stakeholders and partners.
  • Develop training strategies and plans for national and regional pharmaceutical management system implementation activities, collaborating with relevant team members and partners.
  • Make regular presentations of results and progress to stakeholders. Participate and make representations on relevant program work in technical meetings as needed.

QUALIFICATIONS

  • Advanced Degree in medicine, pharmacy, or other public health related discipline.
  • At least seven (8) years progressively responsible experience in pharmaceutical management and/or public health in Ethiopia.
  • Significant experience in pharmacovigilance and regulatory systems
  • Significant experience in international public health with at least three years’ experience related to supply chain strengthening, pharmaceutical management, preferably in work funded by USAID (US Agency for International Development).
  • Strong knowledge and understanding of health management systems of developing countries preferably African countries.
  • Previous experience in developing training materials and the delivery of training sessions.
  • Experience working with the Ministry of Health and national level organizations.
  • Strong project management and communication skills required.
  • Strong organizational skills and ability to work in a team-oriented environment.
  • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients and consultants, sound judgment and communication skills.
  • Strong aptitude for data analysis and reporting.
  • Ability to travel for extended periods of time in-country to support technical activities.
  • English fluency required including speaking, writing, and reading; additional proficiency in Swahili a plus.
