Job Summary
The Monitoring and Evaluation (M&E) Officer is a key position for partner and project staff capacity building, data quality assurance, accountability, documentation, and learning. The position holder will provide support to the BOMA Project team and its partners in design, planning, and execution of monitoring and evaluation activities while ensuring quality in accordance with accepted standards, providing essential feedback for learning, accountability and decision making.
The M&E Officer will be responsible for providing input on M&E system design and adaptation, capacity building for partner staff on monitoring and evaluation, and capturing learning in line with project and organizational learning agendas. Under the overall leadership and direction of BOMA M&E Manager, and in close collaboration with the Technical Team and partner staff, the position holder will be developing team capacity in monitoring, evaluation, reporting, and learning and ensuring effective field-level collaboration.
DUTIES AND RESPONSIBILITIES
Monitoring and Evaluation
- Organize and lead implementation of M&E activities – including but not limited to evaluations, surveys, assessments, and routine monitoring – on assigned projects in line with BOMA standards, policies, and practices, donor requirements, and industry good practices.
- Support development and adaptation of monitoring and evaluation SOPs, data collection tools, and reports in line with specific project and partner needs.
- Ensure alignment of MERL activities with project objectives and development of monthly, quarterly, and annual work plans.
- Perform data quality management strategy and routine data quality assurance for assigned projects.
- Support monthly Key Performance Indicator (KPI) analysis and use of data for adaptive management for assigned projects.
Learning
- Ensure learning properly accompanies project activities throughout the project cycle.
- Support research, evaluations, and other learning initiatives, including development and pursuit of learning agendas, identification and documentation of lessons learned, after action reviews, midterm reviews and final evaluations.
- Assist the preparation of case studies and promising practices.
Reporting
- Support BOMA and its partners in the preparation of monthly, quarterly, and/or annual activity reports and verification of reported data.
- Ensure timely documentation of MERL activities is completed, reviewed, and submitted in line with BOMA, partner, and donor requirements.
ICT4D
- Ensure consistent utilization of the BOMA field systems including Taroworks, Performance Insights and related systems for M&E data submissions. This includes identifying and logging areas of improvement and/or support required and working with IT to ensure resolution.
- Where relevant, support partners use their existing ICT4D systems to support project MERL systems and activities.
- Collaborate with IT staff and partners to develop and adapt digital data collection tools for use by field staff.
- Provide a single point of contact for technology and M&E issue identification, logging and resolution.
- Provide the first level support for both M&E and Technology issues including hardware and software
Staff and Partner Capacity Building
- Build capacity of partners and BOMA staff to ensure MERL project activities are implemented per guidelines and standards, including use of digital data collection and data quality assurance procedures.
- Coordinate MERL-related working relationships with project partners and stakeholders.
- Facilitate in-person and remote trainings on MERL to partners and BOMA staff.
- Coordinate provision of MERL-related logistical and administrative support to partners and BOMA staff.
EDUCATIONAL REQUIREMENTS
- Bachelor of Arts/Science required in statistics, public health, development economics, international development, sociology, business/project management, or similar.
MINIMUM REQUIRED EXPERIENCE
- A minimum of five years’ experience in a similar position, staff supervision or multi-country projects are a plus.
- Professional working proficiency in English.
- Proficient in MS Windows and MS Office, Salesforce, STATA, and digital data collection.
- Superior skills in data analysis, critical thinking, and report writing
- Demonstrated experience in proactive, results-oriented relationship management and capacity building with partners.
- Attention to detail, accuracy, timeliness in executing assigned responsibilities in a context of competing priorities.
- Proven track record in analyzing complex data and producing reports.
- Proven competency/experience in leveraging technology in development or social entrepreneurship, including promoting adoption of new technologies by others.
- Demonstrated ability and flexibility to work in a multi-cultural team in a hybrid in-person/remote working context.
