Job Purpose
Support the Regional Security Unit in the coordination of security risk management across Africa region to ensure all IFRC (and other RCRC) personnel, assets, and operations are adequately protected, and to enable business operations even in the most complex environments.
Job Duties and Responsibilities
Analysis and Planning
- Carry out security risk assessments, including field security assessments, across Africa region.
- Support in the development of risk management measures across Africa region.
- Coordinate security information with the Security Manager that requires threat and risk analysis for potential direct or indirect impact to IFRC personnel and operations within the region.
- Prepare and submit security clearance for movement of personnel requests.
- Support IFRC business continuity planning during major events (e.g. national elections).
- Assess the risks of sexual and gender-based violence (SGBV) including sexual exploitation and abuse (SEA).
- Provide technical advice on security and support the inclusion of security in all activities and programmes.
Incident and Emergency Response
- Respond 24/7 to IFRC or RCRC-related security incidents/emergencies/crises to safeguard personnel, assets, and operations.
- Ensure any internal/external security related-incident or emergency is immediately and adequately reported to the Security Manager/Security Unit/Regional Director.
- Evaluate and record IFRC security incidents and identify incident/threat/risk patterns or trends.
Monitoring, Evaluation, and Compliance
- Monitor and analyze the local and regional security situation.
- Monitor and evaluate IFRC’s Minimum Security Requirement (MSR) compliance in the Africa Region, and support in the development of MSRs.
- Provide security surge support outside of the designated Duty Station as required.
Training and Development
- Brief IFRC and other RCRC personnel or visitors/guests in matters of security risk management, including but not limited to arrival briefings, event briefings, special mission briefings, and VIP briefings.
- Conduct emergency drills, including but not limited to building evacuations.
- Support in the provision of security and safety trainings to IFRC, African National Societies or other RCRC personnel.

Liaison and Coordination
- Liaise and coordinate with African and other RCRC national societies in matters of security risk management in Africa region.
- Liaise and coordinate with relevant security bodies in the ICRC, United Nations, and international NGOs in Africa region.
- Liaise with relevant government authorities, e.g. military, police, and intelligence agencies, in Africa region.
Administration
- Supervise and ensure that contracted guard force in Kenya undertakes its duties as per requirements on a 24/7 basis.
- Liaise and coordinate with contract guard force provider to ensure full compliance as per established service provider contract.
- Monitor Regional Office security contracts and move forward with close-out, extension, or renewal accordingly.
- Maintain records for correspondence and documentation in relation to established contracts and those in progress.
- Conduct physical security assessment of offices and accommodation to ensure compliance to IFRC’s Minimum Security Requirements.
- Maintain and update the list of staff residences.
- Arrange for installation and uninstallation of security alarm equipment, provision of smoke detectors and fire extinguishers in delegates’ residences and the office.
- Ensure, CCTV cameras, alarm system and fire safety equipment are serviced accordingly.
- Perform other duties as assigned by the Security Manager, Africa.
Education
- Minimum of bachelor’s degree in security, risk management, criminology, or other relevant fields. Required.
- Successfully completed the Stay Safe e-learning courses (3 Levels). Required.
Experience
- Minimum 5 years’ experience in security management and field experience. Required.
- Working experience in a humanitarian organization. Required.
- First-hand experience with IFRC security management system. Preferred.
- Experience working in a Red Cross Red Crescent National Society and/or IFRC/ICRC. Preferred.
- Training and human resources management experience. Required.
- In-country contextual understanding and operational experience. Required.
Knowledge, Skills and Languages
- Good communication skills. Required.
- Good analytical skills in political, socioeconomics and security areas. Required.
- Ability to work in a multi-cultural environment. Required.
- Good stress management skills. Required.
- Self-supporting in computers [Microsoft Office, database, e-mail (Outlook) etc.]. Required.
- Valid driving license (light vehicles). Required.
- Languages Required Preferred. Required.
- Fluently spoken and written English. Required.
- Knowledge of another IFRC official language (French, Spanish, Arabic or Portuguese). Preferred.
- Other languages: Kiswahili and preferably other local languages. Required.
