KEY RESPONSIBILITIES

  • Provide overall program leadership and strategic direction for the GIS mapping initiative
  • Ensure delivery of 72,000 geo-referenced records across UBP, Advertising, and Wayleaves categories
  • Manage relationships with County Government of Mombasa officials and FinSprint leadership
  • Chair daily stand-up meetings and weekly progress reviews with all team leads
  • Monitor program KPIs including daily collection rates, data quality metrics, and budget utilization
  • Resolve escalated issues from Operations Lead and Technical Lead promptly
  • Approve all major expenditures and resource allocation decisions
  • Lead the County handover process and final acceptance certification

Job Requirements

QUALIFICATIONS & EXPERIENCE

  • Bachelor's degree in Project Management, Business Administration, IT, or related field
  • Minimum 7 years of experience in program/project management
  • At least 3 years managing field-based data collection or GIS mapping projects
  • Proven experience managing teams of 30+ personnel
  • Strong understanding of government revenue systems and county operations
  • PMP, PRINCE2, or equivalent project management certification preferred
